Level 2 and Level 3 processing refers to submitting enhanced transaction data with commercial card payments to qualify for lower interchange rates. Visa and Mastercard offer reduced interchange on corporate and purchasing card transactions when merchants provide additional data elements — recognizing that richer data reduces fraud risk and improves the card networks’ data quality. For WooCommerce merchants with significant B2B transaction volume, Level 2 and Level 3 processing can meaningfully reduce processing costs.
The Three Data Levels
Level 1 (Standard)
The minimum data submitted in a standard card-not-present transaction: merchant name, amount, date, and card data. All ecommerce transactions qualify for Level 1 processing; it’s the default when no enhanced data is submitted.
Level 2 Data
Additional fields submitted alongside the transaction:
- Customer code (purchase order number or identifier)
- Tax amount (the tax portion of the transaction)
- Merchant postal code / customer billing postal code
Level 2 data qualifies corporate Visa and Mastercard cards for commercial interchange rates, typically 0.5%–1.0% below standard card-not-present rates.
Level 3 Data
Line-item detail for each product in the order:
- Item commodity code (UN/SPSC product classification)
- Item description, quantity, and unit of measure
- Unit price, extended amount, and discount
- Ship-to ZIP code, shipping amount, destination country
- VAT/tax amount and rate
Level 3 data qualifies large purchasing card transactions for the lowest commercial interchange tiers — potentially 1.5%+ savings over standard rates. Particularly valuable for orders above $1,000 where absolute savings are significant.

Which Card Types Qualify
Level 2 and Level 3 discounts apply to Visa Corporate, Visa Purchasing, Mastercard Corporate, and Mastercard Purchasing cards. Consumer credit and debit cards are not eligible — they already have fixed interchange categories. The discount is most impactful on government purchasing cards (GSA cards), which carry high interchange at Level 1 but significant discounts at Level 2/3.
