The Sub-Merchant Lifecycle
- Application. Merchant submits business information — legal name, EIN/TIN, ownership details, business description, website URL, and banking details for settlement.
- KYC/KYB verification. The PayFac verifies the business entity (Know Your Business) and beneficial owners (Know Your Customer) against identity databases, OFAC sanctions lists, and the card network MATCH list.
- Risk scoring. Automated risk models assess the merchant based on business type, MCC code, expected processing volume, industry chargeback rates, and online presence signals.
- Approval decision. Merchants are approved instantly, flagged for manual review, or declined based on risk score and compliance checks.
- Ongoing monitoring. Once live, transaction patterns, chargeback rates, and compliance signals are monitored continuously.
- De-boarding. Merchants that exceed risk thresholds or violate acceptable use policies are terminated and reported to the card networks as required.
Tiered Approval Workflows
Most PayFacs use tiered approval based on risk profile. Low-risk standard merchants (retail, software, professional services) are approved automatically. Moderate-risk merchants may require additional documentation. High-risk categories (supplements, regulated industries, high-volume merchants) require manual underwriting review.
MATCH List Screening
Every PayFac is required to screen applicants against the MATCH (Member Alert to Control High-Risk Merchants) list — a shared card network database of previously terminated merchants. Onboarding a MATCH-listed merchant without proper due diligence can result in fines and registration consequences for the PayFac.
